.by zone: registration impossible?

The State Center of Information Security under the auspices of the Belarusian president has temporarily suspended issuing certificates of domain names’ ownership to their owners.

Requests for registration in .by zone are declined as well. According to reports in blogs, the following answer was received to a request to register the nine.by website:

‘Your request for registration of the website nine.by is declined by the State Center of Information Security under the auspices of the Belarusian president. You can find the exact details of the negative response in the State Center of Information Security (Kalvaryiskaya Street 17 a, Minsk, Belarus).’

It is stated that such an answer has been received top at least 6 requests for registration of a domain.

It should be added that owners of websites need domain ownership certificates for instance if they have online stores and want to enter the site address to their license.
