The authorities of the Miadzel district ignore the presence of the initiative group of Milinkevich

The main confrontation started on January 16, 2006, when the activists of a district initiative group of Milinkevich (Zmitsier Vinagradau, Andrei Abalevich, Henryh Adamovich, and Stanislau Selevich) filed two applications to the head of the personnel department Maryna Fiodarauna Shakalina.
The first application was about the inclusion of the group into the list of district election committees by collecting signatures from the citizens of the district. The other application contained a request to the Miadzel District City Executive Committee. The above-mentioned people asked the City Executive Committee to explain the order of the election committee formation and provide the presence of the candidate at the meeting during which the decision about the inclusion in the list of the election committees would be approved.
On February 1, 2006, Miadzel District City Executive Committee published a decision “About the formation of district election committees for Presidential elections” in the newspaper Narachanskaia Zara. However, Vinagradau, Abalevich, Adamovich, and Selevich were not included in the list of the members to the committee.
On February 2, 2006, Vinagradau and Abalevich filed applications (administrative appeals) to the head of the Miadzel City Executive Committee, which included the request about the absence of the information about the formation of the election committees and the fact of the absence of their names in the list of the committees’ members.
On February 10, 2006, Vinagradau and Abalevich received a letter from the City Executive Committee that the election committee includes the citizens who are positively characterized by colleagues and neighbors, have previous experience of participation in the election committees and are psychologically compatible. But the question asked by the activists of the Milinkevich initiative group (Why didn’t you include us in the election committees?) was neglected.
In this connection, Vinagradau and Abalevich filed an application to the Prosecutor including the facts of absence of the names of the activists in the lists of the members of the election committees, the facts of negligence from the side of the officials of the City Executive Committee, and the facts of inclusion the representatives of the same work collective in the committees. They also underlined that the response contained the elements of deterioration of the members of the initiative group.
On February 16, Vinagradau and Abalevich had a call and the Prosecutor asked them to come to the Prosecutor's Office. From the very beginning the meeting looked like an examination (according to Abalevich, special techniques were used), the activists were accused of insulting the officials of Miadzel Executive Comittee.
Investigtor Afanasenka wrote down all the answers given by the activists. During the examination the investigator referred to the Criminal Code trying to frighten the activists: in particular, he warned Abalevich about the possibility of fines and imprisonment. The investigator also said that Miadzel Executive Committee has the right to neglect the application of the activists of the Milinkevich initiative group and not to explain its actions because this requirements are not included into the Election Code “and if you, Vinagradau and Abalevich, don’t like the Election Code, organize the initiative group and change the Election Code".
The District prosecutor Valiantsin Danatavich Chaieuski visited the activists for several times during the examination. In particular, he told Vinagradau the following: “So, Vinagradau, you are retired now and still make applications. Be careful, you will make an application about yourselves!” Vinagradau resigned from office (the Ministry of Internal Affairs) in 2005. Vinagradau and Abalevich hoped that they could find help in the Prosecutor's Office in Miadzel but they didn't find it and they are deeply disappointed in the law enforcement agencies and the local authorities. «

Now the activists of the initiative group of Milinkevich are waiting the decision of the Prosecutor's Office about the filed appeals. The decision of the Prosecuotr's Office is not known but the independence of the Prosecutor's Office and courts is in doubt.
