One of its authors, well-known human rights activists Hary Pahaniayla, explained to RFE/RL: ‘Our conclusions are based on the facts that have been investigated for almost nine years. We known about the presumption of innocence, but have expressed our opinion who is to blame in the kidnap of Viktar Hanchar, Anatol Krasouski, Yury Zakharanka and Zmitser Zavadski and called certain surnames. The prosecutor’s office will have another chance to finish the investigation, but it will be the last chance.’
The relatives of the missing warned the General Procuracy that they will no more apply to it. Instead they will apply to international instances.’
